Duties

This position is located in the Secretariat of the United Nations Conference on Trade and Development (UNCTAD). Under the immediate supervision of the Deputy Secretary-General of UNCTAD and the overall guidance of the Secretary-General of UNCTAD, the incumbent contributes to the implementation of UNCTAD's mandates by planning and providing the necessary managerial, administrative and logistical support in the areas of budget, finance, human resources management, IT support, general services and logistics, including:

  • Provides overall supervision, planning and strategic guidance to the Human Resources Management Section, Budget and Project Finance Section, IT Support Section and General Services Unit
  • Advises the senior management in the development and implementation of the administrative and financial framework
  • Advises senior management on budgeting, financial, human resources and general administration and management information issues and practices
  • Produces major/complex reports for management
  • Provides guidance, support, supervision and performance evaluation to senior staff of the service and ensure provision of same to other support staff
  • Manages and supervises the preparation of performance reports and short/medium term plans for the service
  • Ensures provision of guidance, performance evaluation, supervision and mentoring to all UNCTAD staff
  • Advises the Senior Management of UNCTAD in negotiation of host country agreements (conferences and meetings away from Geneva) and their implementation; provides administrative support to such conferences and meetings
  • Revises continuously, in consultation with the stakeholders involved, a set of sound policies, procedures, practices, standards and tools that are consistent with UN policy and practice in order to ensure proper budget, accounting, financial and human resources management and control, while taking into account the operational needs of UNCTAD. Represents UNCTAD in meetings and boards with administrative implications, including:
    • Participates, on behalf of UNCTAD, in task forces of the Secretariat on human resources and administrative matters, including the implementation of the information management system
    • Participates in UNCTAD management meetings to provide advice on administrative, financial and human resources matters, as required
    • Represents or participates in representation of UNCTAD in review bodies, as necessary, especially TDB Working Party on the Medium Term Plan and Programme Budget and ACABQ
    • Liaises with other entities of the UN Secretariat, specialized agencies and other international organizations regarding administrative issues, in order to ensure proper consultation and coordination.

Leadership: Drives for change and improvement, does not accept the status quo; proven ability to create an enabling work environment, to encourage good performance and to gain the trust of the staff; provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of men and women in all areas of work.

Judgment/Decision-making: Mature judgment and initiative; proven ability to provide strategic direction, to plan and establish priorities and to ensure an effective work structure to maximize productivity and achieve goals.

QUALIFICATIONS

Education
Advanced University Degree (Master's degree or equivalent) in business or public administration, human resources management, finance, law or a related field. A first level university degree with qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
At least 15 years of progressively responsible experience in administration, budget, finance or human resources management, preferably in an international organization.

Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) and good working knowledge of French are required. Knowledge of other UN official languages is an advantage.

Other Skills
Thorough knowledge of the UN System and its administrative policies, procedures and practices is required.
